Diweddariad gan Lywydd eich Undeb Myfyrwyr

Yn dilyn cyfathrebiad gan gynigwyr cynnig Swyddog yr Iaith Gymraeg (CCB 2018), mae'r datganiad hwn wedi cael ei ryddhau yn ymateb i'r pryderon a dderbyniwyd ynglyn â'r adolygiad swyddogion.

Fel y trafodwyd gyda chynigwyr cynnig CCB 2018 cyn cyflwyno'r cynnig yn 2018, nid oes gan y CCB y pwer i roi cymeradwyaeth ar gyfer 8fed swyddog. Anfonodd y cynnig, fel y'i pasiwyd, fandad democrataidd at Fwrdd yr Ymddiriedolwyr i ystyried cyflwyno 8fed swyddog gyda'r bwriad y dylai ddod yn swyddog newydd gyda chylch gwaith Iaith Gymraeg.

Ystyriodd y Bwrdd Ymddiriedolwyr blaenorol o dan gadeiryddiaeth Llywydd blaenorol UM (ym mis Mai 2019) ewyllys democrataidd y CCB ond gwnaeth benderfyniad nad oedd yn bosibl rhoi 8fed swyddog ar waith oherwydd:

  • Cyllid - Mae Undeb y Myfyrwyr wedi ymrwymo i gyfnod o lai o arian gan Brifysgol Caerdydd, yn 2018 gwelodd UM rewi grant bloc, ac eleni gwelwyd toriad grant bloc o 1% (c £ 30k). Yn ystod yr ychydig flynyddoedd diwethaf, mae'r UM wedi bod trwy broses ddiswyddo gyda staff gyrfa ac ar hyn o bryd mae'n gweithredu gyda lefel annigonol o gronfeydd wrth gefn o'i chymharu ag UM ac elusennau eraill ac nid yn unol â'r arfer gorau a dderbynnir. Mae ein gweithrediadau masnachol cyfredol wedi gweld newidiadau mewn ffactorau allanol sy'n effeithio ar berfformiad, gyda rhai meysydd fel lleoliadau yn dangos gostyngiad yn yr incwm cyffredinol neu incwm net. At ei gilydd, mae'r UM yn sefydliad dielw, bydd buddsoddiad mewn maes newydd yn arwain at wyro mewn ardal arall oni bai bod arian newydd yn cael ei ddwyn i mewn i'r sefydliad.
     
  • Llywodraethu - Mae dogfennau llywodraethu UM yn nodi y gall fod uchafswm o 7 swyddog. Byddai angen caniatâd y Brifysgol a'r Comisiwn Elusennau i newid y ddarpariaeth hon. Ystyriodd y Bwrdd yr effaith a geisiodd gael cymeradwyaeth a barnodd nad oedd yn briodol nac yn gynaliadwy gwneud hynny. Mae Bwrdd Ymddiriedolwyr UM eisoes yn un o'r mwyaf ar draws y sector UM a byddai angen cynyddu cynnydd mewn ymddiriedolwr cyflogedig arall gynyddu ymddiriedolwyr di-dâl ymhellach - gan arwain at fwrdd o dros 17 aelod. Cymerodd y Bwrdd Ymddiriedolwyr gamau i atal costau troellog a chynyddu aneffeithlonrwydd trefniadau llywodraethu o'r fath.

Er na farnwyd bod 8fed swyddog yn ymarferol, ers hynny mae'r Bwrdd Ymddiriedolwyr wedi cymryd ysbryd y cynnig CCB, gan gydnabod pwysigrwydd yr Iaith Gymraeg a lansio ymgynghoriad i gyflwyno'r cylch gwaith fel rhan o'r 7 rôl swyddog cyfredol. Roedd yr ymgynghoriad hwn yn cynnwys ymgysylltu ag ystod o randaliad gan gynnwys cynrychiolwyr myfyrwyr. Ar hyn o bryd mae pob cynnig newydd yn cynnwys rôl amser llawn gyda chylch gwaith Iaith Gymraeg, bydd y rhain yn cael eu cyflwyno i'r CCB i'w penderfynu.

Er mwyn ceisio mewnbwn ac ymgysylltiad gwerthfawr â chynigwyr y cynnig, gwnaed o leiaf 9 ymgais (trwy gyfuniad o e-bost, cyfryngau cymdeithasol a galwadau ffôn) i'w hysbysu o'r dull hwn fel yr amlinellwyd gan Fwrdd yr Ymddiriedolwyr a cheisio ymgysylltu nhw wrth ddatblygu'r cynigion. Yn dilyn yr ymdrechion mynych hyn i hwyluso deialog gyda'r cynigwyr, mae'n destun gofid na chafwyd unrhyw ymgysylltu.

Er bod y penderfyniad ffurfiol bellach gyda'r CCB i benderfynu ar y cynigion fel yr amlinellwyd, byddai'r UM yn annog pob myfyriwr sydd â chwestiynau neu bryderon i gysylltu ag ymgysylltu â'r broses. Mae Undeb y Myfyrwyr wedi ymrwymo i ddarparu platfform effeithiol ar gyfer myfyrwyr Cymraeg a mi fyddem yn parhau i ymgysylltu â hyn nawr ac yn y dyfodol.


An update from your Students' Union President

Following communication from proposers of the Welsh Language Officer motion (AGM 2018), this statement has been released as a response to the concerns received about the officer review.

As discussed with the proposers of the 2018 AGM motion prior to submitting the motion in 2018, the AGM does not have the power to grant approval for an 8th officer. The motion, as passed, sent a democratic mandate to the Board of Trustees to consider introducing an 8th officer with a view that it should become a new officer with a Welsh Language remit.

The previous Trustee Board chaired by the previous SU President (in May 2019) considered the democratic will of AGM but made a decision that the creation of an 8th officer was not possible to implement due to:

  • Finances – The Students' Union has entered into a period of reduced funding from Cardiff University, in 2018 the SU saw a block grant freeze, and this year saw a 1% block grant cut (c£30k). In the past couple of years, the SU has been through a redundancy process with career staff and is currently operating with an insufficient level of reserves compared to other Students' Union’s and charities and not in line with accepted best practice. Our current commercial operations have seen changes in external factors affecting performance, with some areas such as venues showing a decrease in overall or net income. Overall the Students' Union is a not-for-profit organisation, an investment in a new area will result in divestment in another unless new money is brought into the organisation.
  • Governance – The Students' Union governing documents state that there can be a maximum of 7 officers. Changing this provision would need permission to be sought from the University and the Charity Commission. The Board considered the impact seeking to gain approval and deemed it not appropriate or sustainable to do so. The Students' Union Trustee Board is already one of the largest across the students' union sector and an increase in another paid trustee would further need to increase non-paid trustees – resulting in a board of over 17 members. The Trustee Board took action to prevent spiralling costs and increased inefficiency of such governance arrangements.

Whilst an 8th officer was not deemed feasible, the Trustee Board has since taken the spirit of the AGM motion, recognising the importance of the Welsh Language and launched a consultation to introduce the remit as part of the current 7 officer roles. This consultation included engaging with a range of stakeholders including student representatives. Every new proposal currently includes a full-time role with a Welsh Language remit, these will be presented to AGM for decision.

To seek the valuable input and engagement with proposers of the motion, at least 9 attempts (via a combination of email, social media and phone calls) were made to inform them of this approach as outlined by the Board of Trustees and seek to engage them in the development of the proposals. Following these repeated attempts to facilitate dialogue with the proposers, it is with regret that no engagement was forthcoming.

Whilst the formal decision is now with AGM to decide on the proposals as outlined, the Students' Union would encourage all students who have questions or concerns to get in touch and engage with the process. The Students' Union is committed to providing an effective platform for Welsh Language students and will continue to engage on this both now and in the future.
