Mae’r Ymgyrch Na yn cytuno â’r canlyniadau y byddai’r IL yr Iaith Gymraeg yn ymdrechu iddynt, ond nid ydym yn credu mai gwario £26k ar swyddog yw’r dull gorau i gyrraedd y canlyniadau hyn. Mae’r iaith Gymraeg yn rhan hanfodol o ddiwylliant Cymru ac mae’n holl bwysig ein bod yn ei hyrwyddo a’i defnyddio mewn bywyd pob dydd wrth astudio a gweithio yn y brifddinas. Mae IL yr Iaith Gymraeg llawn amser yn ddull aneffeithlon a chostus i gyflawni Siarter yr Iaith Gymraeg a darparu profiad prifysgol da i fyfyrwyr sy’n siarad Cymraeg.
Rydym yn credu mewn cynrychiolaeth effeithiol o’r iaith Gymraeg ar draws bob maes o weithgareddau’r Undeb trwy well integreiddiad i mewn i strwythurau a llywodraeth gyfredol yr Undeb Myfyrwyr. Ni allai’r swyddog newydd gynrychioli myfyrwyr Cymraeg eu hiaith ar y 30+ pwyllgor y mae’r swyddogion cyfredol yn gweithio arnynt. Byddai’r swyddog yn eu lobïo i wneud y gwaith – yn union sut y dylai rôl y Swyddog Ymgyrchu gweithio. Gallem ddweud nad yw’r ymgyrch Ie yn cael eu hysgogi gan gynrychiolaeth well, ond sgorio pwyntiau gwleidyddol.
Eleni, mae’r Undeb eisoes wedi dangos ymrwymiad i’r iaith Gymraeg. Rydym wedi sefydlu grwp llywio’r iaith Gymraeg, wedi cyflogi aelod o staff llawn amser sy’n cyfieithu, ac rydym yn darparu cyfieithu ar y pryd ar gyfer cyfarfodydd arwyddocaol. Byddai cynnydd yn yr ymdrechion hyn am welliant yn llawer mwy buddiol.
Pwrpas y ddadl hon yw cyflawni profiad myfyrwyr gwell i fyfyrwyr Cymraeg eu hiaith yma yng Nghaerdydd. Nid IL yr Iaith Gymraeg yw’r ateb, ond yn hytrach defnyddio adnoddau i wella gwasanaethau. Felly dim ond un rheswm posibl arall sydd i gael IL yr Iaith Gymraeg: datganiad gwleidyddol. Mae £26k o gyllideb eich cymdeithas neu o gost cyfarpar eich grwp yn bris uchel i’w dalu am ddatganiad gwleidyddol, ni waeth a ydym yn y brifddinas neu beidio.
The No Campaign agree with the outcomes that a VP Welsh Language would strive for, but do not think spending £26k on an officer is the best method of attaining them. Welsh language is an integral part of the culture of Wales and it is of paramount importance we promote it and use it in daily life whilst studying and working in the capital city. A full-time VP Welsh Language is an ineffective and costly method for achieving the Welsh Language Charter and a good university experience for Welsh speaking students.
We believe in effective representation of the Welsh language across all spheres of Union activity by better integration into the current structures and governance of the Students’ Union. The new officer could not represent Welsh speaking students on the 30+ committees the current officer’s work on and would end up lobbying them to do the work - exactly how the Campaign officer role should work. It may be seen that the Yes campaign are not motivated by improved representation, but political point scoring.
This year the Union has already shown commitment to Welsh language. We have set up a Welsh language steering group, employed a full-time member of staff who undertakes translation, and we provide simultaneous translation at significant meetings. A redoubling of these efforts for improvement would be much more beneficial.
This debate is about effectively achieving a better student experience for Welsh speaking students here at Cardiff. The solution is not a VP Welsh Language, but resources pumped into improved services. That leaves only one other possible reason to have VP Welsh Language: a political statement. £26k of your society’s budget or your club’s equipment cost is a high price to pay for a political statement, regardless of whether we are in the capital city or not.
