Constitution & Policy Book
Cardiff Students’ Union is led by students.
Our Constitution and Policy Book enshrine the rights of our members to make policy, vote and run for executive committee positions and use all of our services.
The Constitution also guarantees that Cardiff Students’ Union must act in the interests of Cardiff University students and put no others ahead of them.
What’s Changed Recently?
Annual General Meeting 2010 voted to adopt a new Memorandum & Articles of Association, Bye Laws and Bye Law Appendices to allow Cardiff University Students’ Union to register as a charitable organisation as required by the Charities Act 2006.
Our Constitution is actually made from 5 different documents.
- Cardiff University Ordinance 13 – The section of the constitution of Cardiff University which identifies and governs the Students’ Union. This document belongs to the University.
- Memorandum & Articles of Association – The formal documents registered with Companies House and the Charity Commission, identifying the objectives of the organisation and its structure.
- Bye Laws – The document that explains how the structure will work in practice and identifies key structures within the wider organisation, for example, Student Media, Sports Clubs, Associations and Societies.
- Bye Law Appendices – Additional documentation supporting the Bye Laws, adding more detail about specific elements like the conducting of General Meetings and the running of the election process.
- Policy Book – Motions received and passed by Student Council that provide extra direction on matters within the Students’ Union
Ordinance 13
Ordinance 13 is part of the constitution of Cardiff University and defines the existence of the Students’ Union and some of its key elements, structures and principles. The ordinance can only be amended with the approval of University Board.

Bye Laws

Policy Book
The policy book consists of motions (or policies) that have been passed at Student Council. These policies may concern any issue of the Students’ Union and mandate the organisation to do something, or not do something.
Motions are automatically up for renewal after 2 years at which point they can be allowed to lapse, be re-instated or amended and re-instated.
